Rock salt is active automatically, you don't have to select it. What does rock salt ammo do? It causes a small dot (damage-over-time) effect and causes knockback if you get a good hit at close range. This knockback effect throws the enemy player back a few meters and distorts their aim for a few seconds, effectively making them harmless for the duration of the effect. Very powerful when used correctly.
